3 NEW HOUSING BILLS PASSED INTO LAW
 
CA Legal Update: On 9/16/21, 3 Bills were signed into law to expand housing production in CA.

SB 9 - California Housing Opportunity & More Efficiency (HOME) Act

  • Allows homeowners in most areas around the state to divide their property into two lots. It allows two homes to be built on each of those lots, with the effect of legalizing fourplexes in areas that previously only allowed one home - There is no requirement as to whether the two residential units on each lot be a "duplex," or attached to each other, or free-standing.
  • Those applying for the lot splits would have to swear that they intend to occupy one of the housing units as their principal residence for a minimum of three years and requires that lot splits create two parcels of similar size that are at least 1200 square feet. Proposals must adhere to local objective zoning and design standards unless those standards would have the effect of physically precluding the construction of up to 2 units on each lot.

SB 8 – Extension of the Housing Crisis Act of 2019:

  • Extends the Housing Crisis Act of 2019 to jumpstart more housing production. The Housing Crisis Act of 2019, which was scheduled to expire in 2025, accelerates the approval process for housing projects, curtails local governments’ ability to downzone and limits fee increases on housing applications, among other key accountability provisions.

SB 10 - Missing Middle Housing Near Jobs and Transit:
  • Provides tools for local governments to zone for up to ten homes per parcel in transit-rich areas, or urban infill sites with no environmental review. Protects local governments from arbitrary legal delays and other obstacles and maintains local control.

MISSION VIEJO FREE DOCUMENT SHREDDING
NEXT WEEKEND!

Mission Viejo residents and businesses can destroy their sensitive documents during the free drive-through Document Shredding event on Saturday, October 2.

Hosted by Waste Management and the City's Public Works Department, the event is from 9 to 11 am (or until truck capacity is reached) in the Mission Viejo City Hall parking lot at 200 Civic Center.

Residents and businesses can bring up to five banker-size file boxes worth of paper records for immediate shredding. Proof of residency is required. All documents and boxes should be free of binders, paper clips, plastic sleeves and metal butterfly clips.
